Monitoring and Secretariat (M & S) function India-UK Global Partnership Programme of Development (GPPD)

DFID

Implemented by DFID India and a number of partner institutions, we provided monitoring and secretariat function to the Programme Review Committee (PRC) and Programme Advisory Council (PAC).

The Global Partnership Programme on Development (GPPD) is a wide ranging programme which was implemented by DFID India and several partner institutions (PI) such as the World Bank, Research and Information System for Developing Countries (RIS), Observer Research Foundation (ORF), EXIM Bank of India, Cambridge University, Centre for Policy Research (CPR), and others. IPE Global provided monitoring and secretariat functions to the Programme Review Committee (PRC) and Programme Advisory Council (PAC) instituted under this programme.

The scope of work included:

  • Building a results-based monitoring system for periodic (six-monthly) reporting on the objectives of the GPPD programme.
  • Preparing six-monthly and annual progress reports against the monitoring framework for DFID, the PRC and the Programme Advisory Council.
  • Providing a lean secretariat and coordination function to PRC and PAC through the DFID India Global team. This included day-to-day administrative support to the DFID India Global team.
  • Working with each of the key partner institutions on a regular basis, based on the envisioned timelines, templates, and strategies identified over an inception period of approximately two to three months.
  • In collaboration with the members of the PRC and PAC, prepare M&E reports to be tabled at quarterly or other meetings. These reports will be standardised yet account for institutional specificities.

Appointing dedicated resources to be available over 12 12-month contract duration, to DFID, to provide administrative and secretarial support for the GPPD. This will include liaising on behalf of DFID with key stakeholder institutions, experts and officials.
