Aimed at promoting improvements in local governance quality, the UN Joint Programme on Local Governance (JPLG) sought to contribute to peace consolidation, development, and equitable service delivery in Somalia.

Aimed at promoting improvements in local governance quality, the UN Joint Programme on Local Governance (JPLG) sought to contribute to peace consolidation, development, and equitable service delivery in Somalia. The approach of JPLG I and II was to incentivise good governance reform for service delivery which contributed to state-building, sustaining peace and governance reform in the northern part of Somalia (Somaliland and Puntland).

We conducted a gender programmatic review of the second phase of JPLG. This involved an extensive review of programme literature and results framework; field research in Somaliland, Puntland and Mogadishu including primary research with youth (girls and boys). We documented a report highlighting how to mainstream gender and social inclusion more effectively into all aspects of the governance programme through a participatory approach. This also included presentations, debates and staff training on gender mainstreaming for government and UN partners.

  • Well-designed laws and systems for public procurement, budgeting, oversight, tax collection and other government functions
  • Well-trained staff with the administrative, financial and other skills needed to implement these laws and systems
  • An empowered citizenry that is involved in decision making through regular discussion forums and consultation meetings in both towns and villages

M.K. Padma Kumar is involved in developing strategies and managing operations for the IPE Global Group.

He has over 25 years of experience in the development sector, working in civil society organisations and international development agencies like DANIDA and DFID. As the Head of State Partnerships at the DFID India, he was responsible for developing partnerships, programme design, management and strategic oversight of all programmes implemented in Bihar, Madhya Pradesh and Odisha. He has managed various development programmes. His expertise lies in driving operational, financial and programmatic transformations. Before DFID, he was associated with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

He holds a Master’s degree in Business Management with specialisation in Human Resource Management and Finance. He is extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.
