The programme focused on facilitating inclusive heritage-linked urban development. We were responsible for planning, advising, and supporting the City Mission Directorate in the successful implementation of the scheme.

With the mandate to preserve the character of the heritage city and facilitate inclusive urban development, we were responsible for planning, advising, and supporting the City Mission Directorate for the successful implementation of the Heritage City Development and Augmentation Yojana (HRIDAY) scheme. The work included situation assessment & infrastructure gap assessment; identification and finalisation of priority heritage areas; preparation of city-specific toolkits for evaluation, and review & evaluation of DPRs for projects executed under the scheme.

Key projects identified included integrated landscape, interpretation, and visitor amenities; environmental improvement and restoration of the river Musa as well as the revival of Pokharis/ ponds, etc. Innovative solutions were provided for re-organising space usage for commercial, cultural, and social activities through improved mobility; landscape development in the identified heritage zone; local capacity enhancement for heritage-based industry, and visitor management plan.

  • Planning, development, and implementation of heritage-sensitive infrastructure
  • Develop and document a heritage asset inventory of cities – natural, cultural, living and built heritage as a basis for urban planning, growth, and service provision & delivery
  • Local capacity enhancement for inclusive heritage-based industry
  • Urban heritage adaptive rehabilitation and maintenance, including appropriate technologies for historic buildings retrofitting
  • Establish and manage effective public-private partnership for adaptive urban rehabilitation

M.K. Padma Kumar is involved in developing strategies and managing operations for the IPE Global Group.

He has over 25 years of experience in the development sector, working in civil society organisations and international development agencies like DANIDA and DFID. As the Head of State Partnerships at the DFID India, he was responsible for developing partnerships, programme design, management and strategic oversight of all programmes implemented in Bihar, Madhya Pradesh and Odisha. He has managed various development programmes. His expertise lies in driving operational, financial and programmatic transformations. Before DFID, he was associated with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

He holds a Master’s degree in Business Management with specialisation in Human Resource Management and Finance. He is extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.
