Aimed at improving secondary school enrolment, attendance, and completion rates of Scheduled Caste (SC) and Scheduled Tribe (ST) students in Odisha, OGIP focused on creating a system of direct transfer of scholarship.  

Aimed at improving secondary school enrolment, attendance, and completion rates of Scheduled Caste (SC) and Scheduled Tribe (ST) students (both girls and boys) in Odisha, CSSIP is focused on creating a system of direct transfer of scholarship, organising learning hubs for knowledge uptake and safe transport.  

We designed and managed a cash transfer system to ensure scholarships are provided for around 650,000 disadvantaged girls and boys, across 30 districts in Odisha, with funds paid directly into their bank accounts. As part of technical assistance, we supported the Government of Odisha run these systems sustainably and, piloted learning hubs for remedial education and safe transport for improving attendance of disadvantaged students.

Key Outcomes

  • 14% increase in secondary school enrollment of SC and ST students (From 0.441 million in the base year 2013-13, to 0.502 million lakhs in 2015-2016)
  • Monitored national scholarship funds and other education schemes for disadvantaged students
  • 650,000+ students reached from socially disadvantaged population across Odisha by establishing a scholarship disbursement system to boost secondary school enrolment and retention

M.K. Padma Kumar is involved in developing strategies and managing operations for the IPE Global Group.

He has over 25 years of experience in the development sector, working in civil society organisations and international development agencies like DANIDA and DFID. As the Head of State Partnerships at the DFID India, he was responsible for developing partnerships, programme design, management and strategic oversight of all programmes implemented in Bihar, Madhya Pradesh and Odisha. He has managed various development programmes. His expertise lies in driving operational, financial and programmatic transformations. Before DFID, he was associated with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

He holds a Master’s degree in Business Management with specialisation in Human Resource Management and Finance. He is extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.
