The project aims to provide comprehensive Project Management Consultancy support for the implementation and rollout of the HRMS for the Finance Department of Bihar.

The project aims to provide comprehensive Project Management Consultancy (PMC) support for the implementation and rollout of the Human Resource Management System (HRMS) for the Finance Department of Bihar. By offering advisory, coordination, and monitoring services, the project seeks to ensure the successful execution of the HRMS application, improve operational efficiency, streamline HR processes, and enhance decision-making capabilities within the General Administration Department (GAD) and Bihar Prashasnik Sudhar Mission Society (BPSMS). Ultimately, the goal is to ensure smooth system implementation, timely delivery of project milestones, effective training, and risk mitigation.

Key Activities:

  • To enhance the efficiency of HR administration
  • To provide a comprehensive, one-stop solution for managing the entire service journey of regular employees.

Key Outcomes

  • Over 5.5 lakh salaries are processed monthly through the HRMS system.
  • More than 3 lakh physical service books have been scanned and uploaded, with e-service books now available for all employees on HRMS.
  • Since August 2024, employees across all district and department offices have applied for over 25,000 leaves using the HRMS portal.
  • A total of 242 cadres, 703 post/positions, and a sanctioned strength of 3,58,241 have been added across all 45 departments.
  • Approximately 2 lakh newly appointed BPSC teachers were bulk onboarded into HRMS between November 2023 and February 2024.

He has over 25 years of experience in the development sector, working in civil society organisations and international development agencies like DANIDA and DFID. As the Head of State Partnerships at the DFID India, he was responsible for developing partnerships, programme design, management and strategic oversight of all programmes implemented in Bihar, Madhya Pradesh and Odisha. He has managed various development programmes. His expertise lies in driving operational, financial and programmatic transformations. Before DFID, he was associated with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

He holds a Master’s degree in Business Management with specialisation in Human Resource Management and Finance. He is extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.
