STARS: Supporting the enhancement of school education in Himachal Pradesh

Aimed at improving school education, the Strengthening Teacher-Learning and Results for States (STARS) project seeks to support Himachal Pradesh in developing, implementing, evaluating, and improving interventions.

As the Project Management Unit, our objective involves providing a spectrum of technical and managerial services to enhance educational practices in Himachal Pradesh. We work in thematic areas such as Improving pedagogical methods, Foundational literacy and Numeracy (FLN), Early Childhood Care and Education (ECCE), Continuous Professional Development of teachers and school leaders, mainstreaming of Out-of-School Children, fortifying State Student Assessment Systems and Vocational Education.

Key Deliverables

  • Establishment of State Assessment Cell

  • Development of the SABAL program for identification and mainstreaming of CwSN
  • Capacity building of teachers and mentors on ECCE, subject and generic module
  • Development of various programs for teachers, including Life Skills program, Career Guidance Counselling Program
    and PRERNA program for primary teachers

Expected Outcomes

  • Expected to reach 7 lakhs students & 66,000 government school teachers

  • Strengthening education service delivery through capacity building of school leadership
  • Facilitating the establishment of a state-level assessment centre for decentralised and real-time evaluation of student learning outcomes
  • 1000+ women encouraged on inclusive teacher learning at schools

M.K. Padma Kumar is involved in developing strategies and managing operations for the IPE Global Group.

He has over 25 years of experience in the development sector, working in civil society organisations and international development agencies like DANIDA and DFID. As the Head of State Partnerships at the DFID India, he was responsible for developing partnerships, programme design, management and strategic oversight of all programmes implemented in Bihar, Madhya Pradesh and Odisha. He has managed various development programmes. His expertise lies in driving operational, financial and programmatic transformations. Before DFID, he was associated with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

He holds a Master’s degree in Business Management with specialisation in Human Resource Management and Finance. He is extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.
