Tamil Nadu Urban Flagship Investment Programme aimed to develop priority water supply services, sewerage and drainage infrastructure in at least 10 cities in strategic industrial corridors in Tamil Nadu. Output 3 of the programme focused on soft components, which included institutional strengthening and governance improvement. The key institutional challenges faced were (i) Low capacity of ULBs to plan, design and implement projects in a timely, cost-effective manner, and to sustainably operate and maintain such facilities (ii) Low capacity of Commissionerate of Municipal Administration (CMA) to support ULBs.
