Aimed at reviewing the progress on RMNCAH, the Short Programme Review (SPR) is an evidence-based evaluation to help assess and readjust the programme/policy course at the national and sub-national level to achieve goals and objectives, wherein data is available on programme implementation and delivery.

Aimed at reviewing the progress of RMNCAH, the Short Programme Review (SPR) is an evidence-based evaluation to help assess and readjust the programme/policy course at the national and sub-national levels to achieve goals and objectives, wherein data is available on programme implementation and delivery. It also entails identifying the problems faced by the programme and suggesting recommendations on the next action steps.

We as programme partners conducted various activities to facilitate progress in this direction.

Key Activities

  • Study existing WHO modules on Short Programme Review (SPR) to improve RMNCAH
  • Conduct a literature review and review the SEAR country documents on programme review in the RMNCAH area 
  • Propose a framework for a Short Programme Review (SPR)
  • Conduct virtual consultations with experts identified by WHO SEARO in-country offices 
  • Adapt SPR-Child health to include missing areas of RMNCAH and develop guides, necessary worksheets, and handouts for SPR-RMNCAH
  • Pilot the drafted documents in at least one regional setting in consultation with WHO SEARO 
  • Incorporate the findings of the pilot and submit the edited, designed and print-ready document to WHO SEARO

M.K. Padma Kumar is involved in developing strategies and managing operations for the IPE Global Group.

He has over 25 years of experience in the development sector, working in civil society organisations and international development agencies like DANIDA and DFID. As the Head of State Partnerships at the DFID India, he was responsible for developing partnerships, programme design, management and strategic oversight of all programmes implemented in Bihar, Madhya Pradesh and Odisha. He has managed various development programmes. His expertise lies in driving operational, financial and programmatic transformations. Before DFID, he was associated with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

He holds a Master’s degree in Business Management with specialisation in Human Resource Management and Finance. He is extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.
