The Government of Assam, supported by the World Bank, is implementing ASSIST to strengthen healthcare management and service quality across Assam.

The Government of Assam, supported by the World Bank, has been implementing the Assam State Secondary Healthcare Initiative (ASSIST) to strengthen healthcare management and service quality across the state. Through this project, Assam aims to accelerate progress in improving its citizens’ health indicators by prioritising strategic HRH (Human Resource for Health) interventions and capacity building aligned with the state’s needs, changing disease burdens, and population dynamics.

We are providing technical assistance in these critical areas:

  • Policy and Strategic Planning
    • Analysing existing HRH policies and data to identify systemic challenges.
    • Formulating an overarching, evidence-driven HRH Strategy and Management Framework for the state’s health department.
    • Advising stakeholders on public health workforce policies, setting the research agenda, and translating findings into actionable reforms to uplift Assam’s HRH.
  • Systems Strengthening and Management
    • Developing/integrating HRH management information systems for evidence-based decision-making.
    • Conducting a comprehensive HRH enumeration exercise across the health workforce, facilities, and institutions to enable effective planning, distribution, and forecasting.
  • Institutional Performance Review
    • Reviewing the operational efficiency of health directorates/institutions to guide policy reforms

M.K. Padma Kumar is involved in developing strategies and managing operations for the IPE Global Group.

He has over 25 years of experience in the development sector, working in civil society organisations and international development agencies like DANIDA and DFID. As the Head of State Partnerships at the DFID India, he was responsible for developing partnerships, programme design, management and strategic oversight of all programmes implemented in Bihar, Madhya Pradesh and Odisha. He has managed various development programmes. His expertise lies in driving operational, financial and programmatic transformations. Before DFID, he was associated with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

He holds a Master’s degree in Business Management with specialisation in Human Resource Management and Finance. He is extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.
