The Programme Management Unit (PMU) runs under the administrative control of the Collector & Chairperson – cum – Managing Trustee, DMFT, Angul. It is manned by a team of experts with a developmental background, including specialisation in critical areas such as livelihoods, health, education, skill development, drinking water, sanitation, physical infrastructure, environment & pollution control, irrigation, women & child development, social welfare, etc.
The PMU functions as the DMF Resource and Function Hub, identifying critical gaps in mining-affected areas to prioritise action and evaluating proposals submitted for DMF support. It plans, implements, and monitors approved projects, ensuring convergence with line departments for coordinated efforts. The PMU promotes innovative solutions through pilot interventions and adapts best practices to the district context. It demonstrates the impact of DMF activities through communication, prepares policy briefs, and documents lessons learned. Additionally, the PMU undertakes capacity building, provides technical assistance to DMF governing bodies, trains deployed resources, and carries out assignments as directed by the Competent Authority.
Impact/case studies:
- Angul’s World-Class Library with an extensive collection of books, high-speed internet and multimedia facilities, community spaces for group study and specialised services for PwD.
- Upgradation of District Headquarter hospital with 100 beds ICU & trauma care centre: Development of advanced surgical and virtual consultations; senior citizen and PWD friendly infrastructure, day rooms and critical units.
- Construction of a child-friendly NRC facility with beds for mother-child co-stay and play and counselling zone, dedicated nursing stations, an in-ward kitchen and feeding demonstration, and attached sanitation facilities.
- SPARSA (Safe Pregnancy & ANC through Real-time Surveillance Activity): Deployed IoT-enabled diagnostic devices at 1364 VHSND sites for quick, accurate ANC tests and enabled real-time monitoring and alerts for high-risk pregnancies.
- Establishment and Strengthening of Advanced Rehabilitation Centre (ARC): Capacity building and training for prosthetic and rehabilitation staff and tech-enabled prosthetic and orthotic services, therapy.
- Agricultural Production Cluster Project: Formation of 125 producer groups; 4,821 women producers cultivated high-value crops across 1,069 hectares; 3,578 producers collectively marketed their produce through producer groups; 1,087 households have initiated intensive livestock rearing; and mushroom cultivation was initiated with 227 households.
- Odisha Millet Mission in Angul District: Expansion of millet cultivation to 3,042 hectares, Strengthening consumption and awareness by establishing Millet Tiffin Centres and Outlets, Institutional Strengthening through the formation of FPOs and promotion of market-linked enterprises for millet value chains.
