Aimed at strengthening health services in the state, the MHSSP intends to improve accountability, quality, and utilisation of health services, especially among public facilities at PHC, CHC, and DH levels.

The Meghalaya Health Systems Strengthening Project (MHSSP) aims to improve health system performance and the quality of services through strategic investments in programme management, health insurance, and service delivery. IPE Global serves as the Project Management Agency for MHSSP, providing comprehensive programme management and monitoring support, assistance with procurement and financial management processes, and technical expertise as required under the project.

We are delivering techno-managerial support to the Department of Health and Family Welfare to implement health system strengthening initiatives across the state. Additionally, we have advised the Government of Meghalaya on establishing a digital health information system to enhance data-driven decision-making and service delivery.

Output

  1. Deploy the entire set of assessment frameworks (PHC, CHC, DH, District DMHO, Directorates, MHIS) and operational module to implement IPA and support the setting up of pilot programs.
  2. Development and establishment of a comprehensive dynamic MHSSP Website and setting up of the sub-systems like PPMS (Project Performance Monitoring System).
  3. Initiation of Bio-medical Waste Management System in healthcare facilities – designing and conducting a BMW gap assessment study, initiation of pilot BMW collection and disposal system in 2 districts, etc.
  4. Established a tendering and procurement management system at MHSSP and built capacities of the MHSSP point person and team in procurement, tendering and contract/vendor management.
  5. Developed the “Detailed Operational Guidelines” for MMDSL operation.
  6. Assisted MMDSL in developing “Standard Specification for Medical Instrument & Equipment, Medical Furniture and Medical Consumables”.
  7. For nursing development, a comprehensive gap assessment report was developed to upgrade 6 nursing schools and a Nursing Vision Document for 2025 was formulated.
  8. Formulated “Key Ideas for MHSSP and Meghalaya Health Department for Program Implementation”, consisting of 14 key program ideas to strengthen the health programs in the state.

M.K. Padma Kumar is involved in developing strategies and managing operations for the IPE Global Group.

He has over 25 years of experience in the development sector, working in civil society organisations and international development agencies like DANIDA and DFID. As the Head of State Partnerships at the DFID India, he was responsible for developing partnerships, programme design, management and strategic oversight of all programmes implemented in Bihar, Madhya Pradesh and Odisha. He has managed various development programmes. His expertise lies in driving operational, financial and programmatic transformations. Before DFID, he was associated with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

He holds a Master’s degree in Business Management with specialisation in Human Resource Management and Finance. He is extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.

Abdul Rahim is a senior development professional with over 20 years of experience across diverse sectors, including urban, health, rural & social development, and IT & e-governance. He has led several large, multi-year, multi-departmental projects such as the Health Systems Development Initiative (HSDI) for the Government of West Bengal; Odisha Modernising Economy, Governance & Administration (OMEGA) programme for the Government of Odisha, and Growth Resources and Opportunities for Wealth Creation (GROW) with the Government of Bihar.

He played a key role as the Quality Monitoring and Evaluation Expert in the DFID-supported Knowledge Partnership Programme (KPP), Knowledge Management (KM) and M&E Specialist in USAID-supported SAMRIDH and SAMVEG Projects. He has served as the Cross-Learning Platform Expert for the BMGF-supported WeCan programme. He has been an advisor to several government agencies throughout India and internationally across Bangladesh, Afghanistan and Jordan.

He holds a Post Graduate Diploma in Business Management from XLRI Jamshedpur (India). He is an accredited Management Teacher from AIMA. He’s a a certified Trainer, NLP Practitioner and a member of Toastmasters International & Junior Chamber International.
